  دیکھنا یہ ہے کہ حکومت روپے کی ڈالر کے مقابلے میں قدر کو موجودہ سطح پر برقرار رکھنے کی صلاحیت رکھتی ہے تاکہ روپے کی قدر مزید کم نہ ہو۔ ایسے لگتا ہے کہ حکومت نے آئی ایم ایف سے یہ سمجھوتہ کیا ہے کہ روپے کی قدر کو مزید کم کیا جائے گا۔ ہمارے معاشی منتظمین کو یہ علم ہونا چاہئے کہ آئی ایم ایف کا اپنا خفیہ ایجنڈا ہے وہ پاکستان کو مزید بلیک میل کریگا۔ روپے کی شرح کے گرنے سے پاکستانی معیشت پر مضر اثرات مرتب ہونگے۔ قیمتوں کا گراف مزید اوپر جائے گا۔ افراطِ زر میں مزید اضافہ ہو گا۔ اسی طرح درآمد کردہ ضروری اشیا کی قیمتوں میں بے پناہ اضافہ ہو گا۔ آئی ایم ایف کی ان شرائط نے پاکستانی معیشت کو ہلا کر رکھ دیا ہے۔ ان شرائط کی وجہ سے عام آدمی کی نیندیں اُڑ گئی ہیں۔ قیمتوں میں مزید اضافہ پاکستانیوں کے لیے ایک بھیانک خواب بن جائے گا۔ موجودہ حکومت اور ہمارا نظام حکومت عام آدمی کو کوئی ریلیف دینے میں ناکام ہو گئے ہیں۔ ہم یہ دعویٰ کرتے ہیں کہ ملک میں کونسی جمہوریت ہے لیکن اہم ترین فیصلے کرتے وقت پارلیمنٹ کو اعتماد میں نہیں لیا جاتا۔ قومی فیصلوں میں بھی اجتماعی دانش کا فقدان نظر آتا ہے۔ موجودہ نظام ملکی بحران کو حل کرنے میں کوئی مدد فراہم نہیں کر رہا۔ اس کے برعکس ہم الزام تراشی کا گندہ کھیل کھیل رہے ہیں۔ طاقتور مافیاز کا سنڈی کیٹس بلیک اکانومی کو کنٹرول کر رہے ہیں۔

یہ بلیک اکانومی ملک کی دستاویزی اکانومی ہے لیکن زیادہ بڑی ہے۔ بلیک منی مافیا اپنے اثر و رسوخ سے اہم عہدوں پر تقرریاں کرانے میں کامیاب ہو رہا ہے۔ مجھے یہ کہنے دیں کہ بلیک منی مافیا اس ملک کا کالا بجٹ بنا رہا ہے۔ ہمارے عام بجٹ کے مقابلے میں ان کا بجٹ زیادہ اہم ہے۔ حقیقت یہ ہے کہ قیمتوں میں اضافے اور روپے کی قدر پہلے ہی کم کرنا شروع کرائی گئی تھی۔ نئے ٹیکس آئی ایم ایف کی شرائط کا حصہ ہیں لیکن اکنامک ٹیم نے ان باتوں کو مخصوص مفادات کی خاطر عوام سے اس لیے پوشیدہ رکھا ۔ موجودہ اکنامک سسٹم نے پاکستان کو آئی ایم ایف کے پاس گروی رکھ دیا ہے جو شرائط آئی ایم ایف نے لگائی ہیں ان کے پیچھے مہنگائی کا سونامی قیمتوں کو آسمان تک پہنچا دے گا۔ عوام کا خیال تھا کہ حکومت پیٹرولیم مصنوعات کی قیمتیں نہیں بڑھائے گی۔ حکومت کی کابینہ کے ارکان پٹرولیم کی قیمتیں بڑھانے کے مخالف تھے لیکن اس کے باوجود پٹرولیم مصنوعات کی قیمتیں بڑھا دی گئیں۔ آئی ایم ایف سے ڈیل سے پہلے پٹرول کی قیمت میں 9 روپے فی لٹر اضافہ کر دیا گیا۔ گزشتہ پانچ برس میں سب سے زیادہ اضافہ ہے۔ اس کے نتیجے میں عام آدمی پر مہنگائی کا بوجھ مزید بڑھ گیا۔ تیل کی قیمتوں میں اضافہ عوام کی موجودہ معاشی مشکلات کا ذمہ دار ہے۔ تاجروں اور دکانداروں کو مقررہ قیمتوں پر اشیائے صرف فروخت کرنے کا پابند بنایا جا رہا ہے۔ گوشت کی قیمتوں میں 25 روپے سے 70 روپے تک فی کلو اضافہ کا اعلان کیا گیا۔
